The statement of need

A crisis with no bridge to stability

The problem

Washington County and the City of Hagerstown are stretched thin by rising rates of homelessness and substance abuse. Women fleeing unsafe environments too often receive only a temporary fix — with no lasting support system to follow.

The gap

Existing services can meet an immediate need, but stop short of the long road to stability. Frozen Petals is the bridge: residential shelter paired with dedicated, continuous advocacy.

Project design

A two-phase path from crisis to self-sufficiency

Every resident will be paired with a dedicated advocate — from first contact to lasting independence.

Intake

First contact · 90 days

Personal purpose

Athens has lost friends to domestic violence. Frozen Petals is her answer — turning grief into a lifeline for others.

A storyteller for the cause

Her self-published book, “Frozen Petals,” draws on domestic violence and mental health to give voice to the unseen.

Deep local roots

Raised with roots in Washington County, she has seen Hagerstown’s pain — and its potential — firsthand.
